<P>PROBLEM TO BE SOLVED: To provide a business form character recognition device whose processing cost is small and which can inhibit error recognition. <P>SOLUTION: A rejection determination part 107 by score performs a rejection determination of a recognition result on the basis of a value of the reliability of a recognition result obtained by a character pattern recognition part 106. A character and closing line contact number detecting part 110 extracts a non-character frame image for one character from an image in a character entry column and measures the number of character closing lines coming into contact with the non-character frame image. A ruled line contact rejection determination part 111 rejects a recognition result of a character corresponding to a character closing line when the number of character closing lines coming into contact with the non-character frame image exceeds a predetermined threshold.
