<P>PROBLEM TO BE SOLVED: To detect a fault that is caused by a network based on communication information and terminal operation information under such condition as routing information is not known. <P>SOLUTION: A response time fluctuation quantitative evaluation part 110 generates a quantitative evaluation value data 193 of PING response time. An operation load weight function calculation part 120 generates a weighting evaluation value data 195 of the PING response time based on a terminal operation value data 192 of each terminal device. A weight consideration fluctuation characteristic classification part 130 generates a terminal device classification data 196 by classifying terminal devices for each group based on the weighting evaluation value data 195 of the respective terminal devices. A network fluctuation extraction part 140 calculates a network fluctuation evaluation value data 197n based on the terminal device classification data 196 and the weighting evaluation value data 195. A network fault evaluation part 150 generates a network fault evaluation result data 181 based on the network fluctuation evaluation value data 197n and past fault content data 199.
