<P>PROBLEM TO BE SOLVED: To provide a character recognition method and the like capable of highly accurately recognizing characters without restricting a mechanism for inputting a character subjected to recognition. <P>SOLUTION: A character recognition device 1 inputs a recognition object image (S101), executes a dividing process into stroke components (S102), converts from an assembly of the stroke components into a recognition object scalar value (S103), and refers to a dictionary database 3 to retrieve a dictionary scalar value matched with the recognition object scalar value (S104).
