A moving object detecting apparatus (200) comprises: a motion track calculating unit (202) that calculates a plurality of motion tracks for each of a plurality of picture subsets; a subclass classifying unit (213) that classifies the plurality of motion tracks into subclasses for each of the plurality of picture subsets; an inter-subclass similarity calculating unit (214A) that calculates a motion track sharing ratio indicating a degree to which any two ones of the subclasses share identical motion tracks and that calculates a similarity between those subclasses on the basis of the sharing ratio; and a moving object detecting unit (204B) that classifies the subclasses into classes in such a manner that the higher inter-subclass similarities, which have been calculated by the inter-subclass similarity calculating unit, a set of subclasses has, the more identical class the set of subclasses is classified to, thereby detecting a moving object in moving pictures.
