<P>PROBLEM TO BE SOLVED: To provide a telephone controller in which speech recording can be activated automatically when a telephone other than the extension telephone of a specified call destination answers an individual call, or when a person other than the user answers by the extension telephone of a specified call destination. <P>SOLUTION: When there is an individual call, a speech recording activation processing unit 130 refers to the fact whether or not the relation of the source and destination of the individual call and the proxy extension telephone responded has been registered in a speech recording activation registration unit 160.
