A base station (200) comprises a reception quality management unit (223) that successively receives, from a mobile station (300), a predetermined number of pieces of data per predetermined time interval to determine the reception quality of the data by use of a predetermined threshold value. When the reception quality management unit (223) determines that the reception quality of the data is low, the base station (200) outputs notice information indicating Type 1 of bundling type to cause the mobile station (300) to transmit the same data per predetermined time interval. When the reception quality management unit (223) determines that the reception quality of the data is high, the base station (200) outputs notice information indicating Type 2 of bundling type to cause the mobile station (300) to transmit a plurality of pieces of different data per predetermined time interval. In this way, the data transmission efficiency is improved.
