<P>PROBLEM TO BE SOLVED: To reduce handover to an inappropriate cell by varying a threshold value used when propriety of handover is determined. <P>SOLUTION: A cell is extracted in which there are many terminals whose communication time in the cell is shorter than a threshold value with the use of the communication history a radio communication terminal 1 has. Next, among cells that may be a handover source relative to the extracted cell, a source cell is extracted in which there are many terminals whose communication time in the cell after handover is short. In order to reduce an occurrence frequency of handover processing between the two cells and not to perform handover, a correction value is set to a handover propriety determination threshold value between the two cells.
