In order to provide a method for measuring the bulk density of a tobacco starting material without performing a complex operation, the present invention is characterized by containing: a step for radiating near-infrared rays at a sample of the tobacco starting material, and measuring the diffuse reflection spectrum or the transmittance/absorption spectrum; and a step for using the measured diffuse reflection spectrum or transmittance/absorption spectrum to calculate an estimated bulk density value from a calibration curve produced ahead of time.
