A reflective mirror (1) comprises the following: a first glass substrate (2) having a first surface (2a); a reflective film (4) formed on the first surface (2a) of the first glass substrate (2); a second glass substrate (3) having a second surface (3a) opposing the first surface (2a) and disposed with a predetermined gap between the second glass substrate (3) and the first glass substrate (2); and a sealing glass layer (5) formed between the first glass substrate (2) and the second glass substrate (3) so as to seal the reflective film (4) in an airtight manner. The Pd concentration in the first surface (2a) of the first glass substrate (2) is set to 0.15at% or less.</p>
