<P>PROBLEM TO BE SOLVED: To provide a light-emitting element with high external quantum efficiency and a light-emitting element with long life. <P>SOLUTION: A light-emitting element includes a light-emitting layer containing a phosphorescent compound, a first organic compound, and a second organic compound between a pair of electrodes. The first organic compound and the second organic compound are combined so as to form an excited complex (exciplex). The light-emitting element performs energy transfer using the overlapping between the light emission spectrum of the excited complex and the absorption spectrum of the phosphorescent compound; therefore, the energy transfer efficiency is high.
