PROBLEM TO BE SOLVED: To provide a conductor substrate that can achieve resistance reduction at low cost, and has transparency even in an infrared region, a method of manufacturing the conductor substrate, a device, electronic equipment, and a solar cell panel.

SOLUTION: The conductor substrate includes: a substrate; a seed layer that is provided on the substrate, consists of a material in which the a-axis length in a crystal structure corresponds to a tin oxide-based material, and controls a crystal growth; and a conductive layer that is provided on the seed layer, and consists of the crystal of a tin oxide-based transparent conductor.
