PROBLEM TO BE SOLVED: To predict an emergency situation caused by an object other than a user's own vehicle and record information that can be useful in analyzing the emergency situation.

SOLUTION: This invention includes a service zone determination unit 31 which determines whether or not a user's vehicle is driving in a driving support zone in which a driving support system provides driving support information and a recording control unit 32 which records vehicle information at intervals that are shorter than the ones for zones other than the driving support zones or vehicle information or driving support information associated with the type of a service to be provided by the driving support system in addition to normal vehicle information that is recorded while the vehicle is driving in zones other than the driving support zones when the service zone determination unit 31 determines that the user's vehicle is driving in a driving support zone.
