PURPOSE: A moving-type small close inverter and a pipe repair apparatus and method without excavation using the same are provided to invert a tube liner inside an underground work hole without the interference with a ground structure. CONSTITUTION: A moving-type small close inverter(100) comprises an inverter body(10), an injection port(20), and a packing. One end of a tube liner is fixed to one side of the inverter body. The inverter body comprises a pipe joint portion(13) and a liner entry portion(14). The pipe joint portion is joined to an underground pipe. The tube liner is inserted into the liner entry portion. The injection port is connected to the inside the inverter body. Air and high-temperature steam for the inverting and lining of the tube liner is supplied to the inverter body through the injection port. The packing is installed on the liner entry portion of the inverter body and seals the liner entry portion.
