<P>PROBLEM TO BE SOLVED: To provide a radio communication system and communication method that can reduce a delay at the time of initial connection. <P>SOLUTION: The communication system includes a first base station (20a) capable of communication according to a first radio access scheme, a second base station (20b) capable of communication according to a second radio access scheme, and at least one mobile station (10).
