Provided are a first bearing and a second bearing that support, respectively, the base and the tip of a worm shaft such that they are freely rotatable, a biasing member that applies biasing force to the outer circumference of the second bearing, and an elastic member that is disposed between the inner circumference of a gear case and the outer circumference of the second bearing. An inner circumference that encloses an outer circumference of the second bearing in the gear case is formed such that the second bearing can be moved toward a worm wheel by the biasing force of the biasing member, a ring-shaped groove that accommodates the elastic member is formed in the inner circumference of the gear case, and the center of the ring-shaped groove is disposed so as to be offset from the central axis of the worm shaft towards the worm wheel side when the first and second bearings are in a concentric state.
