The present invention prevents the induction of "Paging" in a case of transmitting an "RA" to UE at a moment of access from the UE, thereby performing an efficient transmission of the "RA". A mobile communication method according to an embodiment of the present invention comprises: a process (A) in which when an S-GW#2 establishes a user data bearer for UE together with a P-GW, the S-GW#2 transmits "Downlink Data Pending" to an MME; a process (B) in which when the MME has received the "Downlink Data Pending", the MME does not release but holds an NAS signaling connection established between the MME and the UE and transmits "Initial Context Setup Request" that requests an establishment of S1 bearer/E-RAB for the UE between the S-GW#2 and an eNB in charge of the S-GW#2; and a process (C) in which the MME transmits the "RA" to the UE via the S1 bearer/E-RAB for the UE.
