<P>PROBLEM TO BE SOLVED: To provide a developing device and an image forming device which are not influenced by an environmental change and toner deterioration, decrease occurrences of less charged toner or toner charged in reverse polarity, can steadily transport sufficiently charged toner with small charge amount distribution for a long period of time, and can form high quality images stably. <P>SOLUTION: An N-pole of a permanent magnet 26 and an S-pole of a magnet roll 22 face each other. An S-pole of the permanent magnet 26 and an N-pole of the magnet roll 22 face each other. In such an arrangement of magnets, magnetic single-component toner forms an ear along a magnetic field line so that an ear is formed from a development sleeve 21 toward the permanent magnet 26 which faces the development sleeve 21.
