<P>PROBLEM TO BE SOLVED: To provide a monitoring device, a monitoring method, a program, and a monitoring system which are capable of acquiring information useful for fault analysis of a terminal device. <P>SOLUTION: The monitoring device which monitors terminal devices communicating with a server device is provided with a reception part and a request part 31d. The reception part receives, from the server device, identification information of a terminal device having transmitted to the server device a first instruction for making the server device into a processing or standby state for a predetermined period or longer or a second instruction for making data to be processed by the server device into an unprocessed state.
