<P>PROBLEM TO BE SOLVED: To provide a method of stably manufacturing a supported ruthenium oxide at low cost over a long period of time, and to provide a method of manufacturing chlorine. <P>SOLUTION: One manufacturing apparatus is used in which at least the part that contacts to a ruthenium compound consists of a nickel alloy, and the chemical composition of the nickel alloy comprises: >0% but ≤0.015 mass% of C; >0% but ≤0.08 mass% of Si; >0% but ≤0.5 mass% of Mn; >0% but ≤0.025 mass% of P; >0% but ≤0.020 mass% of S; >20.0% but ≤22.5 mass% of Cr; ≥12.5% but ≤14.5 mass% of Mo; ≥2.5% but ≤3.5 mass% of W; >0% but ≤2.5 mass% of Co; ≥2.0% but ≤6.0 mass% of Fe; and >0% but ≤0.35 mass% of V (the balance is Ni, and the chemical composition including Ni is 100 mass%).
