<p><P>PROBLEM TO BE SOLVED: To provide a video recording apparatus, video recording method, video and audio recording apparatus, and video and audio recording method in which scene changes in video images can be extracted, in parallel with the recording of video images. <P>SOLUTION: The video recording apparatus includes: an encoder 101; an HDD 105; a stream control section 103 for controlling transfer of an encoded stream to the HDD 105; a scene change extracting section 110 for extracting scene changes in video data for each encoded unit of the encoded stream for the encoded stream controlled by the stream control section 103; and a recording control section 102 for acquiring an encoding completion notice for each encoded unit of the encoded stream from the encoder 101, and outputting a scene change extraction instruction to the scene change extraction section 101, when encoding completion notice is acquired.
