An actuating member (36) is mounted to move on the base between active and inactive positions. An elastic member (40) is arranged to position the actuating member in the active position. A control device includes a clutch member (68) moved by displacements of a toothed drum (4) of a movable member and susceptible to act on the actuating member to move the clutch member into the inactive position.
