PURPOSE: A command communication network system and a dual mode terminal used for the same are provided to selectively perform a call by selecting a TETRA(Terrestrial Trunked RAdio) mode or a WCDMA(Wideband Code Division Multiple Access) mode. CONSTITUTION: A dual mode terminal is arranged in reserve troops. The dual mode terminal includes a TETRA modem and a WCDMA module. A TETRA terminal of the reserve troops performs communication through a TETRA communication network of a TICN system. A WCDMA terminal performs communication through a WCDMA communication network by the WCDMA module of the dual mode terminal.
