PURPOSE: A transparent conductive film and a touch panel are provided to easily manufacture a long wound body by preventing scratches from generating on a film surface in a handling process. CONSTITUTION: A transparent conductive layer(4) is formed on a first main surface side corresponding to a main surface of a transparent polymer substrate(1). A hardening resin layer(2) containing a resin composition(21) and particles(22) is formed on a second main surface side.
