PURPOSE: A compound is provided to more restrain effects of nitramine group to a nitrate group, to have higher energy, thereby capable of improving performance of high-energy propellant and an insensibility propellant. CONSTITUTION: A compound is in chemical formula 1. In chemical formula 1, R3 is a C3-4 alkylene group. A propellant comprises the compound. A manufacturing method of the compound comprises a step of reacting ethylamine and lactone, and a step of nitrating a hydroxy group of the product of the previous step. The lactone isγ- butyrolactone. The second step comprises a step of reacting the product of the first step with nitric acid, and a step of reacting the product with acetic acid and zinc chloride.
