PURPOSE: A device for measuring the moisture of a moisture containing material and a moisture measuring method using the same are provided to accurately obtain the moisture content of a measurement specimen which is a moisture containing member, thereby reducing time for measuring the moisture. CONSTITUTION: A body of a device for measuring the moisture of a moisture containing material comprises a measuring probe(2) and a controlling circuit. The measuring probe comprises a measuring circuit. The measuring circuit applies pulse signals to an electrode member(4) and measures information of on among the delay time, frequencies, and the voltage of reflecting waves by using the electrode member being inserted into a measurement specimen. A controlling circuit obtains the moisture content of the measurement specimen based on the information of a calibration curve.
