PURPOSE: A display substrate, a display device with the same, and a manufacturing method thereof are provided to obtain a uniform low reflective rate and reduce contamination due to harmful heavy metal. CONSTITUTION: A metallic light reflecting film(125) is formed on a high reflecting film. The metallic light reflecting film reflects light. A lower reflecting film(120b) is formed on the metallic light reflecting film. The low reflecting film includes a light absorbing layer and at least one dielectric layer. The light absorbing layer absorbs light.
