PROBLEM TO BE SOLVED: To inexpensively estimate a delay fluctuation in user traffic on a safe side.

SOLUTION: A network quality measurement method for monitoring a delay fluctuation in user traffic due to queuing delays at network nodes in a system in which a network monitoring apparatus monitors a network includes an acquisition step of the network monitoring apparatus acquiring propagation delays between nodes constituting the network, and a delay fluctuation estimation step of the network monitoring apparatus computing a distribution delay fluctuations using a queuing model from the propagation delays acquired in the acquisition step, and estimating a delay fluctuation in the user traffic according to the distribution.
