PROBLEM TO BE SOLVED: To prevent damage to an electrolyte film as much as possible by densifying a surface with a simple structure and process.

SOLUTION: A unit cell 12 constituting the high-pressure hydrogen production apparatus 10 holds an electrolyte film/electrode structure 14 by an anode-side separator 16 and a cathode-side separator 18. An anode-side feed conductor 22 constituting the electrolyte film/electrode structure 14 includes a base portion formed of a sintered body and surface layer parts provided on a solid polymer electrolyte film 20 side of the base portion and on a side opposite to the solid polymer electrolyte film 20 side; and the anode-side feed conductor 22 is set so that the porosity of the surface layer part of the base portion is lower than the porosity of the base portion by performing press work on the base portion.
