PURPOSE: A vehicle terminal device for management of epidemics and a vehicle controlling method thereof are provided to control the vehicle which enters an area managing the epidemics according to a policy about the epidemics. CONSTITUTION: A location determining unit(110) determines a location of a vehicle installed. A data communication unit(120) receives information for an epidemic prevention region from an epidemic prevention server of an outside. A security information input unit(170) receives safety information of the outside. A starting control unit(140) controls a starting of the vehicle. A controlling unit(130) postpones a restarting of the vehicle until the predetermined safety information is inputted, when the vehicle location determined is an inside of the epidemic prevention region.
