<P>PROBLEM TO BE SOLVED: To provide a forming method of printed matter that prevents a decline in drawing (printing) quality of the printed matter caused by variation of ink height applied to an ink non-absorbing medium, without adding and forming an intermediate layer, a receiving layer, or the like. <P>SOLUTION: In the forming method of the printed matter, drawing ink 45 is applied to a non-absorbent medium S which does not absorb ink.
