<P>PROBLEM TO BE SOLVED: To construct an incentive providing system which can be introduced and operated at low costs. <P>SOLUTION: A portable device 2 in which a non-contact IC card chip 25 is incorporated performs access to a URL transmitted from a store terminal 1 to a contact type IC card chip 25. The URL includes a URL of a center device and a path in a dummy center device 3, and the path in the dummy center device 3 includes an ID of the store terminal 1 and data on a purchase price. The center device 3 identifies the purchase price and a use store of a user of the portable device 2 from the path in the accessed center device 3, and applies points of the use store corresponding to the purchase price to the user.
