An administration device (200d) comprises: a distributed key generation unit (251d) which analyzes a decryption key of an encrypted application program and generates a plurality of distributed keys; and an output unit (252d) which outputs the plurality of distributed keys to sensor modules. Each sensor module stores the distributed key internally. A protection control module (120d) comprises: an acquisition unit (381d) which acquires the distributed keys from the plurality of sensor modules; a restoration unit (382d) which integrates the plurality of distributed keys and restores the decryption key; a decryption unit (383d) which uses decryption key to decrypt the encrypted application program; and a deletion unit (384d) which deletes the decryption key after the decryption is completed.
