<P>PROBLEM TO BE SOLVED: To ensure an amount of circulating working fluid in accordance with a piston speed. <P>SOLUTION: A hydraulic shock absorber 10 includes a cylinder 20, a piston 30, a piston rod 40, a damping force generation mechanism 50A for a compression stroke, a damping force generation mechanism 50B for an extension stroke, and a base valve portion 60. The damping force generation mechanism 50A for a compression stroke includes a first pressure regulating valve 80 and a first relief valve 90, and the damping force generation mechanism 50B for an extension stroke includes a second pressure regulating valve 100 and a second relief valve 110. The base valve portion 60 includes a communication passage 120, a check value 130, a third pressure regulating valve 140, a third relief valve 150, a fourth relief valve 160, and a fifth relief valve.
