<P>PROBLEM TO BE SOLVED: To prevent continued engagement of a pinion gear 2 and a ring gear 3 or continued operation of a motor 4 due to the occurrence of abnormal conditions in a circuit, which turns on a relay RY1 for engaging the pinion gear 2 of a starter 1 to the ring gear 3 of an engine and a relay RY2 for operating a starter motor 4, with a small number of additional components. <P>SOLUTION: An ECU 11 for controlling a starter 1 includes a transistor T3 in addition to transistors T1, T2, which turn on relays RY1 RY2. The transistor T3 is provided in a current path, which connects a line of a battery voltage VB and a junction Pc between upstream side ends of coils L1, L2 of the relays RY1, RY2. The ECU 11 operates the starter 1 by turning on the three transistors T1 to T3, which turn on the relays RY1, RY2.
