<P>PROBLEM TO BE SOLVED: To provide an apparatus for converting nitrogen dioxide (NO<SB POS="POST">2</SB>) to nitric oxide (NO). <P>SOLUTION: Inhalation of low levels of nitric oxide can rapidly and safely decrease pulmonary hypertension in mammals.
