<P>PROBLEM TO BE SOLVED: To accurately and simply carry out a processing of a communication pairing between each device. <P>SOLUTION: Both a monitoring device 1 and a camera device 2 are simultaneously started by simultaneously supplying power to both pairing devices. Each of the devices 1 and 2 establishes a communication line by using a common ID for the pairing. Also, the camera device 2 transmits to the monitoring device 1 a camera side line establishing time which indicates a time required from a time when power is supplied until the communication line is established. The monitoring device 1 detects a monitor side line establishing time which indicates a time required from a time when power is supplied until the communication line is established to compare the detected monitor side line establishing time with the camera side line establishing time.
