PROBLEM TO BE SOLVED: To provide a flat paper-like base material with patterns on which the patterns whose dimensional changes are extremely small regardless of transportation environments are formed, and to provide a flat paper-like base material with patterns and a rolled base material with patterns.

SOLUTION: The flat paper-like base material with the patterns is obtained by arranging the prescribed patterns 2 on a l flat paper-like base material 1 and characterized in that, when a laminate obtained by superposing three or more flat paper-like base materials 1 on one another is stored for 16 hours in an atmosphere of a temperature of 40°C and 90% RH (relative humidity) or at a temperature of 5°C and 10% RH, the water content of the flat paper-like base material which is not positioned on the uppermost surface and lowermost surface of the laminate is measured and the prescribed pattern is not formed in such a portion that the measured water content is different from the water content of the flat paper-like base material whose content is measured in the atmosphere of a normal temperature and normal relative humidity by ≥3%.
