[Problem] To more appropriately determine the application of a deblocking filter to each block boundary. [Solution] Provided is an image processing device provided with: a detection unit which detects the position of a region boundary that intersects a block boundary within an image to be decoded block by block; a selection unit which, according to the position of the region boundary detected by the detection unit, selects a reference line that is referred to when the determination whether a deblocking filter is applied is made; a determination unit which, using a pixel value belonging to the reference line selected by the selection unit, determines whether the deblocking filter is applied to the block boundary; and a filtering unit which applies the deblocking filter to the block boundary to which the deblocking filter has been determined to be applied by the determination unit.
