<P>PROBLEM TO BE SOLVED: To control screen display of a content and an application without distributing control information for each content to be broadcasted. <P>SOLUTION: A receiving device 4 acquires a broadcast start time of a broadcast program from information on an electronic program guide included in a broadcast signal, and reads out a policy level corresponding to a genre of the broadcast program from a policy level table. Also, the receiving device 4 detects an event occurring asynchronously with the broadcast program, and reads out a policy level corresponding to the detected event from the policy level table. The receiving device 4 then reads out an output method corresponding to the policy level of the event during occurrence of the event, and an output method corresponding to the policy level of the current broadcast program indicated by the broadcast start time when no event occurs, from an output determination table.
