<P>PROBLEM TO BE SOLVED: To provide a communication control device, communication control system, and communication control program that allow a user to perform encryption communication at an optimal speed. <P>SOLUTION: A communication control device 100 is a device for controlling encryption communication between an external network I and an internal network N, comprising: means 11 for accepting an access confirmation request of the external network I from a relay device 200 connected to the internal network N; means 13 for analyzing an access request received from the external network I; and means 14 for answering a determined communication mode to the relay device 200 by determining, based on analyzed results, that the communication mode when the external network I and the internal network N are connected should be a communication mode corresponding to communication speed which can be used by an information terminal 400 having transmitted the access request from the external network I.
