PURPOSE: A water-permeable block and a manufacturing method thereof are provided to prevent a water passage from clogging with foreign materials, such as dust and sand. CONSTITUTION: A water-permeable block comprises a lower block portion(10) and upper block portions(20). The lower block portion is composed of a composition comprising cement, aggregate, and water and has high porosity relative to the upper block portion. The upper block portions are formed on the top of the lower block portion and are separated from each other to form water passages(50) between the upper block portions.
