PURPOSE: An insert member, a printed circuit film blanking device with the same, and a method thereof are provided to easily polish an inner side of an insert member for forming an opening. CONSTITUTION: A die unit supports a base material. A punch unit(200) is located on the die unit. The punch unit can vertically move. The punch unit comprises a punch. The punch strikes the base material on the die unit. The punch strikes a printed circuit film from the base material. The die unit includes a plate and an insert member. The insert member forms an opening by combining a plurality of detachable frames.
