PROBLEM TO BE SOLVED: To easily reduce bromide ions which are very slightly contained in chlorine-containing salt water such as saline solution, without inclusion of impurities into the salt water when chlorine gas is generated by electrolyzing the salt water. SOLUTION: The salt water is supplied downward into a reaction column from its top, and an oxidizing gas and a desorption gas are circulated upward from the lower side of the reaction column so as to oppose the flow of the salt water. Bromide ions in the salt water are oxidized to bromine gas with chlorine gas, and the bromine gas is then discharged together with the desorption gas and the excess of the oxidizing gas.
