PROBLEM TO BE SOLVED: To provide a preform substrate with good handleability and shape-forming properties excellent also in a three-dimensional shape. SOLUTION: A reinforcing fiber substrate laminate of the present invention is a reinforcing fiber substrate laminate in a flat surface form consisting of a laminate of a plurality of reinforcing fiber substrates, wherein a bonded portion is distributed over the entire surface between laminated layers of the reinforcing fiber substrates, formed of a high bonding region having a bonding force of 500 to 1,000 N/m<SP>2</SP>and a low bonding region having a bonded portion distribution density lower than that of the high bonding region are formed between the laminated layers.
