Partially or completely foamed ballast composite on freely overflowable dam/dike substructure comprises ballast stones and polyurethane foam, which is placed between the gravel stones. An independent claim is included for solidifying the ballast stones on freely overflowable dam/dike substructure comprising piling ballast stones on the dam/dike substructure and applying a reaction mixture for producing a polyurethane foam between the piled ballast stones.
