<P>PROBLEM TO BE SOLVED: To re-encode encoded data with a pixel block constituted of a prescribed number of pixels as an encoding unit with a higher compression rate while deterioration of image quality is suppressed. <P>SOLUTION: When an encoded image data input section 101 inputs JPEG encoded data with a block of 8×8 pixels as an encoding unit, a redundancy estimating section 102 performs encoding the encoded data as it is, and an encoded data amount obtained by encoding is set as a target code amount of a re-compressing section 104 performing encoding in accordance with JPEG2000. The inputted and encoded data is expanded by an expanding section 103 and the re-compressing section 104 generates encoded data of the previously determined target code amount.
