Provided is a quantization control device, which is comprised in a video coding device which uses intra-slice. The quantization control device further comprises: a similarity calculation means for deriving similarity between an intra-slice region of a picture to be coded and each intra-slice region of a plurality of coded pictures, where the similarity is an index which takes a larger value the more similar two different intra-slice images are; a picture selection means for selecting, on the basis of the similarity which is derived with the similarity calculation means, a picture among the plurality of coded pictures with the greatest similarity; and a quantization step determination means for determining, on the basis of the coding information of the picture which is selected with the picture selection means, a quantization step which is used in coding the picture to be coded. |
