Provided are a method for transmitting data and a base station controller. The method for transmitting data includes: a base station controller receives a data packet sent by a packet data service node, with the data packet containing indication information for indicating that the data packet needs to be sent to a terminal; and the base station controller selects one base station from the base station of a first network and the base station of a second network according to the load of the base station of the first network and the load of the base station of the second network, and sends the data packet to the terminal via the selected base station. By way of the above technical solution, loads of two networks can be balanced, so that the resources of the two networks can be utilized effectively.
