A method and device for scheduling terminals in systems where cells have multiple antenna units, the method comprising: reception of channel quality information feedback from a plurality of terminals in a cell and determination, on the basis of said channel quality information feedback, of all the terminals that can be bound under each antenna unit; determination, on a first time domain resource within the scheduling granularity, of a first antenna unit from among the antenna units of the cell, and of the terminals to be served on the first time domain resource, then beginning service; scheduling, on each remaining time domain resource of the scheduling granularity, all terminals able to be bound under the first antenna unit, and determining the terminals to be served under each remaining time domain resource, then beginning service. With respect to any terminal among the plurality of terminals in a cell, the scheduling granularity is greater than the time difference between the reception of channel quality information feedback from any terminal and the beginning of a first service provision to any terminal. The present embodiments prevent the occurrence of fluctuation interference.
