<P>PROBLEM TO BE SOLVED: To make countermeasures to a new event more quick and appropriate under usage environment of a flow rate measurement device. <P>SOLUTION: In a gas meter 100, an ultrasonic flow meter 104 measures a flow rate of gas flowing in a passage 102, and a new event detecting unit 108 detects occurrence of a new event which is an event that does not exist under previous usage environment from a measured flow rate pattern under usage environment of fluid. A transmission/reception unit 110 transmits a new event signal indicating the new event detected by the new event detecting unit 108 to a center device 200 via a network 300.
